The 20-year-old midfielder struggled to get first-team action for Liverpool this last season, making just 13 appearances and scoring twice.
Despite a promising £7.7m move from Fulham last summer he has found himself out of favour, so a loan move is the obvious choice, giving him playing time at another big club while the Reds monitor his development.
